Can Federer win the Masters at Cincinnati?

Last year, Federer was beaten by Andy Murray in R32. Can he win this year? After losing the Rogers Masters, i hope Federer will not lose heart and will rebuild his confidence by winning the Cincinnati Masters. Who do you think will win the Cincinnati Masters?
